Philip David Charles Collins was born in Chiswick, Middlesex, which is now part of the London Borough of Hounslow, on January 30, 1951. His father, Greville Philip Austin Collins, was an insurance agent, while his mother, Winifred June Collins, worked as a theatrical agent. His older brother Clive is a well-known cartoonist, and his sister Carole was a professional ice skater.

Collins acquired a toy drum kit for Christmas when he was five years old. Later, his uncle built him a makeshift set, which he utilized on a regular basis.
